Co-hosted by France and India, the summit underscored the necessity for international collaboration in establishing ethical guidelines for AI development. However, divergent national approaches revealed ongoing debates on regulating AI without stifling technological progress.
U.S. Vice President JD Vance advocated for a “light-touch” regulatory framework. He cautioned that excessive oversight could impede economic growth and technological advancement. This perspective contrasts with the European Union’s more precautionary stance. The EU’s AI Act aims to create a legal framework that prioritizes trust and accountability. Critics argue that stringent regulations may drive Europe’s top talent and startups to more flexible jurisdictions. These include the U.S., U.K., or emerging tech hubs, such as in the Western Balkans.
The UK’s refusal to sign the Paris AI Action Summit Declaration further underscored the divide between regulatory-heavy and pro-innovation approaches to AI governance. Citing concerns over national security and global oversight, the UK opted out of committing to “inclusive and sustainable” AI. This decision aligned the UK more closely with the U.S. stance on AI regulation. This move reflects a broader reluctance among some nations to embrace multilateral AI commitments. These commitments could impose stricter compliance burdens on industry and innovation.
Meanwhile, France and India led discussions on public service AI, trust in technology, and global governance. They stressed the need for ethical AI that benefits humanity while allowing innovation to thrive. Australia, Canada, China, India, and Japan were among the 60 countries that signed the Statement.
AI is not just a technological breakthrough; it is a battleground for global economic supremacy. The United States and China have poured billions into AI research, pushing the boundaries of machine learning, automation, and generative AI. Europe, meanwhile, has focused on regulatory leadership, arguing that ethical AI will ultimately prove more sustainable. Amid these global discussions, the Western Balkans, are emerging as attractive destinations for AI-driven growth. Countries such as Serbia have invested heavily in tech education, research and development, and startup incentives. As AI entrepreneurs seek jurisdictions with fewer regulatory burdens, Belgrade and Novi Sad are positioning themselves as viable alternatives to Europe’s less flexible AI landscape. If regional leaders capitalize on this momentum, they could attract high-skilled AI talent and funding, reinforcing their role as key players in the global AI ecosystem.
These events underscore the intricate balance required in AI policy-making, where fostering innovation, ensuring ethical standards, and navigating geopolitical considerations are paramount.
