The Government of the Republic of Serbia adopted the new Electronic Communications Development Strategy until 2027. This document, developed by the Ministry of Information and Telecommunications in collaboration with numerous partners, establishes a new strategic framework aimed at building a secure, reliable, and accessible electronic communications infrastructure. The Strategy aims to fully align the field of electronic communications with the growing needs for services in this area. Integral to this document is an Action Plan outlining measures and activities essential for the successful achievement of its objectives.
A primary focus of the Strategy is to bridge the digital divide between urban and rural areas. To this end, the strategy entails a project to build optical infrastructure in rural regions of Serbia. The project aims to connect remote rural areas to high-speed internet to overcome the digital infrastructure gap.
Another significant goal is the continued development of next-generation networks, including the introduction of the 5G network. The Strategy aims to finalize the regulatory framework for the 5G rollout by the end of this year. The regulator should conduct an auction and issue licenses during 2025. Operators will subsequently be able to start deploying the 5G mobile network. Currently, there is a 5G network covering all science and technology parks, and the entire EXPO 2027 complex will benefit from this network. The rollout of next-generation networks will also be accompanied by the establishment of a unified electronic registry for base station deployment and regular radiation level monitoring.
The Ministry emphasizes that the planned activities aim to improve the population’s digital skills. The objective is also to enhance the capacity of both the public and private sectors to utilize new technologies. Finally, the Strategy aims to streamline regulations to overcome administrative barriers in the field of electronic communications.
