Belgrade recently hosted the Ministerial Summit within the Global Partnership on Artificial Intelligence (GPAI). The event marked the adoption of the Belgrade Ministerial Declaration on AI regulation, officially unvailed yesterday. The document concurrently positions Serbia and the Slovak Republic as co-chairs of the GPAI for 2025.
The Declaration aims to lay the foundation for the further development and regulation of artificial intelligence globally. It encompasses all sectors of society: governments, private and academic sectors, civil society, and individuals. The document further underscores a commitment to innovation, human rights, and the ethical, inclusive, and sustainable application of artificial intelligence.
The Declaration highlights the preservation of liberty, democracy, and human rights. Ministers are committed to ensuring AI development respects these values while fostering trust in new technologies.
The Declaration also celebrates milestones achieved under India’s leadership in 2024. It also highlights the efforts of Slovakia in strengthening AI governance frameworks. These achievements pave the way for Serbia to lead GPAI into a new era.
AI’s transformative capacity to address global challenges and foster sustainable development undoubtedly takes center stage. However, the Declaration emphasizes the need to mitigate risks and bridge AI-related digital divides between nations and communities.
The Declaration further sets the stage for the AI Action Summit in Paris (February 2025) and future dialogues under Serbia and Slovakia’s leadership. Ministers anticipate meeting again in Bratislava, Slovakia, to continue shaping AI policies that leave no one behind.
Serbia has indeed solidified its position as a leader in responsible AI development. Through the Declaration, Serbia champions innovation while ensuring AI aligns with societal values, paving the way for a future where technology benefits people and the planet.
Additionally, Serbia aims to adopt a new national AI development strategy by the end of the year. Plans are underway to work on regulation and legal frameworks for the further development and application of this technology in the coming year. Serbia’s active involvement with The Global Partnership on Artificial Intelligence can provide support in regulating this emerging field.
The Belgrade Declaration sends a clear message: Artificial intelligence must enhance global well-being while adhering to the highest ethical and democratic standards.
